* WIND CHILL VALUES...5 DEGREES BELOW ZERO TO 5 DEGREES ABOVE ZERO...WITH VALUES AS LOW AS MINUS 8 IN HIGHER ELEVATIONS. WIND CHILLS SHOULD IMPROVE APPROACHING SUNRISE AS WINDS SLACKEN.
* IMPACTS...PROLONGED EXPOSURE TO COLD TEMPERATURES AND VERY LOW WIND CHILLS COULD BECOME A HEALTH HAZARD TO BOTH PEOPLE AND ANIMALS.
